Dominic Millen
Dominic is Programme Director for Retrofit London, an ambitious and award-winning programme, which is facilitating and supporting people and organisations to improve buildings so they are greener and warmer.
As Head of Climate Action and Sustainability at Enfield Council, he led a team delivering an A rated climate action plan to achieve carbon neutrality for the authority by 2030 and the borough by 2040. He also has extensive experience in partnership development, performance management and transport planning. His interest in the latter continues as chair of the London Technical Advisers Group - Strategic Transport Forum, a network of transport professionals.
Retrofit London Programme
The Retrofit London Programme is a collaborative effort involving London’s 33 local authorities and stakeholders including national and regional government, the private sector, housing associations and skills and training providers.
Led by Enfield and Waltham Forest councils, it focuses on fabric improvements, renewable energy generation and heat source decarbonisation, so London’s homes and commercial properties are an average Energy Performance Certificate (EPC) rating of B by 2030.
As one of London Councils’ seven pan-London climate programmes it has cross party support, recognising that housing retrofit has a positive impact on a range of strategic priorities including health and the economy.
